Huurtoeslag for expats: 2026 rules, eligibility and how to apply

Huurtoeslag is a monthly government contribution toward your rent, and in 2026 it became far more accessible: rent above €932.93 no longer disqualifies you, and around 170,000 extra households now qualify (Rijksoverheid, 2025). Many expats are among them and don't know it. Here's exactly who qualifies in 2026 and how to claim it, in plain English.

What is huurtoeslag and who qualifies in 2026?

Huurtoeslag is a monthly contribution toward your rent, paid out by Dienst Toeslagen, the benefits arm of the Dutch Tax Administration. It's not a loan and it's not taxable income. If you rent a self-contained home in the Netherlands and your income and assets are modest, you may well be entitled to it, even without a Dutch passport.

In 2026, the single biggest barrier disappeared. Until the end of 2025, a rent above the huurtoeslag limit meant automatic rejection, full stop. From 1 January 2026, that hard cutoff is gone: rent above €932.93 per month no longer disqualifies you. The allowance is simply calculated over the portion of your rent up to that cap.

Who qualifies, then? You need to be 18 or older, rent zelfstandige woonruimte (a self-contained home), be registered at the address, hold Dutch or EU nationality or a residence permit that confers benefit rights, and pass the asset test. Many people from abroad never check because they assume huurtoeslag is only for social housing tenants or Dutch citizens. Neither is true. The scheme looks at your rent, income, assets and residence status, not your passport or your landlord's type. With rents climbing every year, leaving up to a couple of thousand euros unclaimed is a costly assumption.

The 2026 rules that changed everything

In 2026, three changes reshaped who gets rent allowance in the Netherlands. The rent limit of €932.93 became a calculation cap instead of an eligibility cutoff, service costs stopped counting toward the subsidised rent, and the age threshold for the full allowance dropped from 23 to 21. According to Rijksoverheid, roughly 170,000 extra households qualify as a result.

The first change matters most for expats in the private sector. Plenty of internationals rent at €1,000 to €1,200 per month, just above the old limit. Before 2026, they got nothing. Now the allowance is calculated over the first €932.93 of rent, and Rijksoverheid estimates newly eligible households receive around €175 per month on average. That's over €2,000 a year.

The second change cuts the other way. From 2026, only your kale huur (bare rent) counts; service costs such as cleaning of common areas or a caretaker no longer add to the subsidised amount. According to Volkshuisvesting Nederland, about 20% of recipients receive less because of this, on average roughly €9 per month. The adjustment happens automatically, so you don't need to do anything.

The third change helps young professionals. Until 2025, tenants under 23 fell under a stricter youth regime with a much lower rent cap. In 2026, that threshold moved to 21. If you're 21 or 22, the normal rules and the €932.93 calculation cap now apply to you. Under 21? Then a lower cap of €498.20 applies.

Do you qualify for huurtoeslag as an expat?

Yes, and your nationality itself is rarely the obstacle. In 2026, Dienst Toeslagen requires that you hold EU nationality or a valid residence permit that confers entitlement to benefits, and that you're registered in the BRP (the municipal personal records database) at your rental address. Most knowledge migrants and EU workers meet both conditions from day one.

There's a catch that trips up entire households, though. Everyone living at your address counts: your toeslagpartner and every co-resident must also be registered in the BRP and hold lawful residence. If your partner or any housemate lacks a valid residence status, the whole household loses its entitlement. One person's paperwork problem becomes everyone's problem.

How do the asset and income tests work?

The asset test is a hard line. On 1 January 2026, your assets (savings, investments, crypto) may not exceed €38,479 as a single applicant, or €76,958 combined with your toeslagpartner, according to Dienst Toeslagen. Every other adult co-resident is tested individually against the €38,479 limit.

Note the reference date. Only 1 January matters: if you were under the limit then, you're safe for the whole year, even if a bonus or inheritance lands in March. The reverse also holds. Over the limit on 1 January means no huurtoeslag for that entire year, and one co-resident above €38,479 blocks the whole household.

Income works differently. There's no fixed income limit anymore; as Dienst Toeslagen puts it, 'the maximum income is different for everyone.' The allowance tapers gradually as your household income rises. The only reliable way to check is the official proefberekening, an anonymous calculation that takes about five minutes.

Two expat-specific notes. Housemates' incomes count toward the household total, so a well-paid flatmate can sink your claim. And on a normal starter salary, don't assume you earn too much. Which homes qualify for rent allowance?

Only zelfstandige woonruimte (self-contained housing) qualifies. In 2026, Dienst Toeslagen requires your home to have its own lockable front door, its own kitchen and its own toilet, and since 1 March 2024 also its own shower. A studio with private facilities qualifies; a room with a shared kitchen or bathroom doesn't.

What counts as 'rent' changed too. From 2026, only your kale huur is used in the calculation, so ask your landlord for a breakdown that splits bare rent from service costs. How do you apply for huurtoeslag step by step?

You apply online through Mijn Toeslagen with your DigiD; there's no paper form and no fee. Log in, select huurtoeslag, enter your kale huur, your estimated annual income and everyone who lives with you, then submit. Keep your rental contract handy for the exact rent breakdown. You'll receive a decision letter, and payments arrive monthly as an advance.

Missed the start of the year? You can apply retroactively. Dienst Toeslagen accepts applications for the 2026 allowance until 31 December 2027, and for 2025 until 31 December 2026. If you already qualified from your move-in date months ago, you can still claim that entire period back.

One thing internationals often miss: huurtoeslag is an advance based on your own estimate. After year-end, Dienst Toeslagen checks your actual income and settles the difference. Which repayment traps should you avoid?

Repayments happen because the allowance is settled after year-end against your real income and household situation. The three classic traps: a mid-year raise or bonus you didn't report, a new roommate registered at your address, and assets creeping over €38,479 on 1 January. Each one can turn 'free money' into a debt letter.

Take the salary trap first. Your allowance is based on your estimated annual income, so a promotion in June or a year-end bonus pushes the real figure up. Update your estimate in Mijn Toeslagen the moment you know, and the monthly amount adjusts along with it. Wait, and you'll repay the excess after the final settlement.

The roommate trap is sneakier. The moment someone registers at your address in the BRP, their income and assets join the household test, and a co-resident without lawful residence status ends the entitlement entirely. So run a fresh proefberekening before you say yes to a housemate. Ten minutes now beats a repayment demand later.
